KEY PERSONNEL  

Valerie J. Southern is the president of VJS-TC. Ms. Southern has a Masters in Public Administration from Harvard University and a Masters in Urban and Regional Planning from the University of Rhode Island. For over 25 years, she has managed public transportation systems and programs nationwide. Prior to establishing her own firm, Ms. Southern’s career spanned several executive levels:
  • Deputy Secretary of Transportation for the Commonwealth of Massachusetts. Administered the state’s $1.6 billion capital road and transit program, including implementing the State Transportation Plan. Position required working knowledge of federal and state regulations, funding systems and laws.
  • Expert Consultant for the Federal Highway Administration. Performed federal oversight and management for the largest civil project in United States history – the $13 billion “Big Dig” project in Boston, Massachusetts. Work featured land use and environmental coordination with transportation services.
  • Deputy Director of Policy, Governor’s Office, State of Rhode Island. Performed executive-level policy at the highest level of State government, including liaison with the State Legislature and management of a 10-person executive policy office.
  • Manager of Transportation Planning for the King County (Washington) Department of Transportation. Administered the County’s $1 billion roads and transit planning program.

Cheryl Wilson - Defense Program Manager for transportation consultant

Ms. Cheryl Wilson
 
  Cheryl Wilson is a Defense Program Manager for Valerie J. Southern – Transportation Consultant, LLC (VJS-TC). She is currently the PMO Unit Manager at the Priority Material Office, Fleet and Industrial Supply Center, Puget Sound Naval Station in Bremerton, Washington.

Ms. Wilson’s responsibilities include administration and management of civilian Requisition Specialists and Technical Engineers employed by VJS-TC. Ms. Wilson maintains the employee census, supervises the workforce on a daily basis and is responsible for Unit productivity and performance as specified by the Navy Command.

Ms. Wilson’s supervisory responsibilities also include achieving annual work performance goals and product schedules; employee screening and selection in compliance with DoD clearance protocols; and routine administration such as scheduling work assignments, personal time off (PTO) and hire of temporary personnel, as needed.

Ms. Wilson has extensive training and experience in Military Logistics with the U.S. Navy. She also has seven (7) years of Labor Relations experience.  She has held various Program Management positions during her 20-year career while working for Service Contractors on naval military installations.

Clinton Allan Kurtz, CPA
 
 

Clinton A. Kurtz is the Finance Officer for Valerie J. Southern – Transportation Consultant, LLC (VJS-TC).  He provides professional finance, tax and accounting services for the firm’s Department of Defense (DoD) projects including payroll and budget administration. Mr. Kurtz also provides professional accounts management services for the firm’s transportation accounts.

Mr. Kurtz is a Certified Public Accountant with a Bachelor of Science in Business Administration from the University of Montana.  His career achievements include accountant with Ernst & Ernst (now Ernst & Young); Chief Financial Officer for Pozzolanic Resources, Inc. and Vice President of Operations and Sales for Headwaters, Inc. Mr. Kurtz is an U.S. Navy veteran.

Mr. Kurtz’s services to VJS-TC are provided through his business-consulting firm, Prism Solutions, LLC, located in Renton, Washington.  He services to VJS-TC began in October 2004.
