KEY PERSONNEL  

Valerie J. Southern is the president of VJS-TC. Valerie has a Masters in Public Administration from Harvard University and a Masters in Urban and Regional Planning from the University of Rhode Island. For30 years she has managed public transportation systems and programs nationwide. Prior to establishing her own firm, Valerie's career spanned several executive levels:
  • Deputy Secretary for Transportation Planning and Capital Expenditures - Commonwealth of Massachusetts. Administered the state’s $1.6 billion capital road and transit program, including implementing the State Transportation Plan. Position required working knowledge of federal and state regulations, funding systems and laws.
  • Expert Consultant for the Federal Highway Administration. Performed federal oversight and management for the largest civil project in United States history – the $13 billion “Big Dig” project in Boston, Massachusetts. Work featured land use and environmental coordination with transportation services.
  • Deputy Director of Policy, Governor’s Office, State of Rhode Island. Performed executive-level policy at the highest level of State government, including liaison with the State Legislature and management of a 10-person executive policy office.
  • Manager of Transportation Planning for the King County (Washington) Department of Transportation. Administered the County’s $1 billion roads and transit planning program.

  Gary A. Norris, P.E., P.T.O.E., Senior Traffic Engineer

Gary holds a Bachelors and Masters in Civil Engineering from the University of Washington. For 35 years he has performed traffic engineering and transportation planning assignments as a consulting engineer and as a City Traffic Engineer. Gary has developed traffic management plans and other traffic engineering designs for large public works projects.  As a private consultant, he has conducted in excess of 1,000 traffic impact analyses.

Gary was Renton’s City Traffic Engineer for ten years and was responsible for the planning, design, construction, operation, and maintenance of the City’s transportation facilities including 5000 luminaries and 100 traffic signals. He managed the City of Renton’s Capital Improvement Program and the transportation department budget.

Gary is a past president for the Washington State Section of the Institute of Transportation Engineers. He is licensed in the states of Idaho, Maryland, Oregon and Washington. He has performed transportation engineering services for the firm since 2001.

Esther Alley - key personnel for transportation consultant

Esther is responsible for the administrative and managerial requirements of VJS-TC programs and projects.  She recently performed this work as Unit Manager for the firm’s Department of Defense contract with the Priority Material Office (PMO) at the Federal Industrial Supply Center (FISC) in Bremerton, Washington.  Her responsibilities included management and supervision of eighteen (18) of the firm’s civilian Technical Engineering and Supply Requisition Specialists and coordinating of contract performance requirements with the U.S. Navy Command.  Her responsibilities including employee hire and fire monitoring (in compliance with Department of Defense DSS classified security clearance protocols), payroll and time card coordination, specialized training and task scheduling.

Esther has a Bachelors Degree in Business Administration from City University in Bellevue, Washington.  Prior to joining VJS-TC, she worked as executive project manager for the King County (Washington) Department of Transportation. Esther currently resides in Washington, DC. Her association with the firm spans seven years.

Clinton A. Kurtz, CPA
 
 

Clinton A. Kurtz, CPA, Finance Officer

Clint performs professional finance, tax and accounting services for VJS-TC with a focus on helping us grow profitably and become financially stronger as we serve in a changing economic environment.

Clint is a Certified Public Accountant with a Bachelor of Science in Business Administration from the University of Montana.  His career achievements include - obtaining his CPA with Ernst & Ernst (now Ernst & Young) as an audit and tax supervisor; Chief Financial Officer for Pozzolanic Resources, Inc. (a privately held company);  and Headwaters, Inc. Vice President of Operations and Sales for the 10 western states and western Canada (a publicly held company).  Clint is a U.S. Navy veteran.

Clint’s services are provided through his business consulting firm - Prism Solutions, LLC, located in Renton, Washington.  He has been a member of VJS-TC’s team since 2004.
